Hanoi does its relationship with the United States better than its relationship with its vast northern neighbour. The CPV is likely to implement the Trans-Pacific Partnership (TPP), the initial trade agreement with 12 countries in November. Designed by Washington as a green trading wall that can contain China`s red tide, the TPP offers a potential gale for Vietnam. The agreement has boring provisions regarding workers` rights, but Hanoi will probably ignore them – like other international protocols it has signed and dotted. Vietnam ranks at the bottom of every human rights index. He has the largest number of political prisoners per capita in a Southeast Asian country, but he has always stretched like a peacock in his seat on the UN Human Rights Council. Who cares if, in addition to the other 300 political prisoners in Vietnam, there are still a few more workers? BEIJING, SEPT 18 — Earlier this month, Chinese and Vietnamese leaders held a secret meeting that allowed a revolutionary agreement to end the war in Cambodia and was an important step toward easing tensions between Beijing and Hanoi, as diplomats and Chinese sources revealed today. In June 2011, Vietnam announced that its army would conduct new exercises in the South China Sea. China had previously expressed its disagreement over Vietnamese oil exploration in the region, saying that the Spratly Islands and surrounding waters were their sovereign territory.  The defence of the South China Sea was mentioned as one of the possible missions of China`s first aircraft carrier, the Liaoning, which served in September 2012.  With the dissolution of the Soviet Union in 1991 and vietnam`s exit from Cambodia in 1990, German-Vietnamese relations began to improve.
The two nations planned to normalize relations at a secret summit in Chengdu in September 1990 and formally normalized relations in November 1991.  Since 1991, leaders and senior officials from both countries have been exchanging visits. China and Vietnam recognized and supported the Cambodian government after 1991 and mutually supported the application to join the World Trade Organization (WTO). In 1999, the Secretary General of the Vietnamese Communist Party, Kha Phieu, visited Beijing, where he met with the Secretary General of the Communist Party of China Jiang Zemin and announced a common 16-word guideline for improving bilateral relations; A joint declaration for comprehensive cooperation was issued in 2000.  In 2000, Vietnam and China successfully resolved long-standing disputes over their land borders and maritime rights in the Gulf of Tonkin, including the surrender of land around the Friendship Passport to China.    A joint agreement between China and ASEAN in 2002 marked a process of peaceful resolution and safeguards against armed conflict.  In 2002, Jiang Zemin made an official visit to Vietnam, during which numerous agreements were signed to expand trade and cooperation and settle open disputes.  Mr.
Giap`s arrival follows an unannounced summit between Chinese and Vietnamese leaders on 3 and 4 September, apparently in Nanning or Chengdu, south-west China, diplomats said. The meeting, which has not been officially confirmed by either side, was held to discuss a solution to the Cambodian war, but it is unclear whether a larger agreement has been reached, diplomats said.
